Noise Specialist and/or Senior Noise Analyst - All Offices

A dynamic California Environmental Consulting firm seeks a Noise Specialist and/or Senior Noise Analyst for any of our six CA offices. Experience working with CEQA and NEPA are desired. BA or higher with course work in a related field required. 5 years of noise and vibration assessment experience. Experience with CEQA documentation, MNDs, &EIRs. Ability to train & manage technical staff. Salary compensation commensurate with experience. Full benefit package including medical, dental, vision, and 401(k) plan. Job Title: Senior Noise Analyst
Reports To: May report to a Project Manager, a Regional Manager, a Principal and/or a Vice President/Principal

Location: This position can work from any of the CAJA locations: West Los Angeles, Downtown Los Angeles, Santa Clarita, Agoura Hills, Oakland, Petaluma, or Sacramento.

Summary: Senior Noise Analyst is responsible for oversight of all noise-related work associated with environmental planning. This includes work handling large, complex projects with minimal direction and oversight from the Project Manger and is expected to provide guidance related to the specialty area. This class is distinguished from the Noise Analyst level by the complexity and scope of work and the technical oversight the Analyst is authorized to provide to consultants, municipalities or contracted employees working on projects.

Essential Duties and Responsibilities include the following. Other duties may be assigned:

  • Oversee all noise-related work associated with environmental planning work
  • Submitting proposals and assisting with other marketing efforts.
  • Managing, training and directing staff in the preparation of project assignments and marketing efforts
  • Provide technical expertise and direction in the assessment of noise and vibration impacts for CEQA documents.
  • Must be able to perform research and analysis in prepare of documentation for CEQA documents as well as stand-alone technical noise reports
  • Writing and overseeing all aspects of noise documentation in accordance with CEQA.
  • Ability to assess construction noise and vibration impacts along with highway noise impacts generated by a project, and the ability to recommend necessary mitigation measures to attenuate these impacts
  • Ability to communicate effectively noise and vibration concepts to in-house staff as well as with the public at project meetings and forums.
  • Planning and tracking project budgets
  • Managing noise subcontractors
  • Managing the noise review process for individual projects

Supervisory Responsibilities: Oversees and manages staff that assists with specific proposal graphics, presentation, research, and/or production of proposal. Leads and guides other Analysts in the division by setting priorities, reviewing progress of projects, and providing direction and technical assistance as needed.

Education and/or Experience:

  • Minimum four-year accredited degree, preferably in related filed* or equivalent professional or voluntary work experience
  • A minimum of 5 years of noise and vibration assessment experience, preferably with experience or familiarity with CEQA documentation (e.g., MNDs and EIRs)
  • Experience with noise assessment models for traffic noise, which may include FHWA-RD-77-108, TNM, and/or SoundPlan.
  • Experience working with State department of transportation authorities a plus.
  • Adeptness with noise and vibration principles
  • Understanding of how noise models actually work (as compared to just running them)
  • Adeptness with the operation of noise and vibration monitors
  • Thorough knowledge of the principles, practices and techniques involved in noise analysis and in the conduct of studies and site surveys

Language Skills: Ability to read, interpret and write complex and routine reports and correspondence. Ability to speak effectively before clients or employees of organization.

Reasoning Ability: Ability to deal with complex problems in a variety of situations.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Additionally, the employee must be able to either sit or stand for long periods of time.

The noise level in the work environment is sometimes very loud.
