San Francisco 2004 & 2009 Housing Element CAJA is currently preparing an EIR for the 2004 and 2009 San Francisco Housing Element, which are updates to the 1990 Residence Element. Population growth would occur in the City regardless of the proposed projects. The proposed projects would provide direction for housing to accommodate the City's share of the regional housing need as determined by the Regional Housing Needs Allocation for January 2007 through June 2014, which shows a need for 31,193 housing units, or 4,159 units per year.
