The project site is located at 10700, 10712, and 10714 Wilshire Boulevard at the southwest corner of Wilshire Boulevard and Manning Avenue. The project site is currently occupied by two apartment buildings with a total of 41 residential units. The project site is located within the Westwood Community Plan Area, a part of the City of Los Angeles General Plan Land Use Element. The Westwood Community Plan designates the site for Residential Multiple Family land uses. The project site is currently zoned as [Q] R5-3-O (Multiple Dwelling Height District No. 3, Oil Drilling). The project site is subject to the West Los Angeles Transportation Improvement and Mitigation Specific Plan (TIMP), Westwood Community Design Review Board Specific Plan, and Wilshire/Westwood Corridor Specific Plan.

The proposed development would consist of a 130,000-square-foot structure containing 64 residential units (41 one-bedroom units and 23 two bedroom units) plus one housekeeper unit with an associated outdoor motor lobby, manager’s office, indoor lobby, club room, salon, tenant storage space, fitness area, and an outdoor spa. In addition to the outdoor motor lobby situated along the eastern boundary of the project site near Manning Avenue, three subterranean parking levels containing approximately 161 parking spaces and vehicle circulation would be constructed beneath the proposed building.
