Breitburn Energy Company LLC Lead Agency: City of Los Angeles Date Completed: October 1999 The Breitburn Energy project site is located in the City of Los Angeles approximately eight miles west of the Los Angeles Civic Center and one and one quarter miles southeast of the Beverly Hills Civic Center. Existing oil drilling and producing operations on the project site were designed and developed by Occidental Petroleum Corporation ("OXY") in 1965. From 1965 to 1985 a movable drilling derrick stood at the drillsite. That structure was 162 feet tall and measured approximately 30 by 30 feet up to a height of 90 feet, then stepped in to 20 by 20 feet for the remaining 71 feet. From 1985 until 2000, a 107-foot-tall temporary workover rig operated at the site for up to 10 days a month from the hours of 8:00 AM to 5:30 PM, pursuant to conditions imposed by the Board of Zoning Appeals in BZA Case No. 4121 of March, 1990. The workover rig was mounted on a diesel truck and driven onto the site, and then erected. The road engine for the diesel truck also powered the rig. The Breitburn Energy project modernized the existing drillsite through construction of a state-of-the-art, permanent, electrically powered and enclosed derrick, which replaced the diesel workover rig that was in use. The derrick structure is mobile and used for routine well maintenance and redrilling operations. The walls surrounding the site were raised from 12 feet to 25 feet to provide additional noise control and visual screening. In addition, several buildings were constructed within the confines of the drillsite to further eliminate noise from other operations that currently take place outside. |
