Client: Legacy Partners/Gatehouse Hollywood Development Lead Agency: City of Camarillo Date Completed: September 2005 The Camarillo Promenade project area consists of approximately 61 acres located south of the US 101 Freeway, west of the Edwards Cinema Theaters and Outlet Mall, east of Las Posas Road and north of agricultural land, the Pleasant Valley Municipal Water Company station and public reservoir in the City of Camarillo. The Camarillo Airport is located immediately southwest of the project area. Given the proximity to the airport, the project area is within the Camarillo Airport Comprehensive Land Use Plan (CLUP) and is subject to an Avigation Easement, which restricts the height of buildings based on distance from the airport runway. The CLUP standards for height restrictions are set by the Federal Aviation Regulation Part 77 concerning obstructions in the navigable airspace around airports. The project site was previously reviewed under the Prado De Las Posas Specific Plan and EIR. The Specific Plan divided the site into four planning areas, each with a land use designation and square footage allocation. Since the site is within the CLUP, the Specific Plan designated non-commercial uses (Outdoor Recreation) within the area closest to the Camarillo Airport runway. This area constituted Planning Area III that had height restrictions of 16 feet or less due to the Avigation Easement and CLUP. The Specific Plan proposed low intensity uses such as an executive golf course or wholesale retail nursery in this area. Thus, implementation of the plan for this area would allow very low massing of buildings due to the Avigation Easement height restrictions. The site has remained vacant since project approval. Recently, however, some construction and grading activities have occurred on site. A continuation of Camarillo Center Drive roadway connecting the Edwards Cinema complex and the Outlet Mall to Las Posas Drive is currently under construction as planned as part of the Specific Plan. In addition, the on site detention basin along Las Posas Drive north of the Camarillo Center Drive is now under construction and some additional grading has occurred on site. The project applicant proposes to construct the 242,000 square foot life style commercial center, but has proposed to amend the Specific Plan to change the designation of Planning Area III from Outdoor Recreation to Village Commercial and build out the area with retail buildings and related parking. The applicant has requested a modification to the easement from the Federal Aviation Administration (FAA) in order to permit an increase in building height over the westerly portion of the site.
