Capitol Records and the Los Angeles Community Redevelopment Agency (CRA) proposed, with contributing funds from the United States Economic Development Administration (EDA), the addition of a multi-level parking structure to provide 450 parking spaces to serve the Capitol Records building (1750 Vine Street) and surrounding development in Hollywood. The parking structure also included up to 6,000 square feet of new retail uses at street level.

In addition, Capitol Records and the CRA, with contributing funds from and the United States Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBFG) program, proposed the re-use and expansion of the adjacent Gogerty Building for office use.
