Joseph and Associates (CAJA) is preparing the Environmental Impact Report (EIR) for the Amendment to the Earthquake Disaster Assistance Plan (Redevelopment Plan) for the Earthquake Disaster Assistance Project for the Laurel Canyon Commercial Corridor, and Valley Plaza Shopping Center and Laurel Plaza Residential and Park Development Project. The Redevelopment Plan for the Earthquake Disaster Assistance Project for the Laurel Canyon Commercial Corridor was adopted on December 9, 1994. The Redevelopment Plan sets forth a range of objectives and actions, which include the repair and economic recovery of the area from the 1994 Northridge Earthquake. The proposed project includes an Amendment to the Redevelopment Plan for the Laurel Canyon Commercial Corridor to provide for the restoration and redevelopment of the Valley Plaza Shopping Center as a viable contemporary and competitive commercial area. The Valley Plaza Shopping Center Site is currently developed with a mixture of commercial uses totaling approximately 306,000 square feet of building floor area. The proposed Valley Plaza Site will be developed with commercial uses containing up to approximately 777,142 square feet of floor area and include an approximate 174,000 square foot, two-story department store an approximate 70,000 square foot, one-story multiplex cinema; a collection of one to two-story structures containing retail and restaurant uses totaling approximately 533,000 square feet of floor area, and an approximate 4,222 car, nine to ten-level parking structure. The Laurel Plaza Residential and Park Development Site is currently developed with an approximate 465,000 square foot, four-story Robinson May department store building, an approximate 90,000 square foot, three-story office building, and surface parking lot. The proposed Laurel Plaza Site will be developed with approximately 742 residential units and will provide up to approximately 2,364 parking spaces. An approximate five-acre public park will be relocated from the Valley Plaza Site to the Laurel Plaza Site and would be in comparable size and character to the existing public park. The existing 90,000 square foot office building adjacent to the proposed project will remain on-site and the existing surface parking lot will be replaced with a new three-story above ground parking structure with approximately 270 parking spaces for the office building. ![]() Conceptual Site Plan ![]() Traffic Circulation Diagram |
