The proposed Highland Center project is a mixed use project including a hotel, office space, residential units and retail space. The project site is generally bounded by Hawthorn Avenue to the north, Las Palmas Avenue to the east, Selma Avenue to the south and Highland Avenue to the west. It's divided into three sections: the West Block, Center Block, and East Block.

The West Block would be developed with one 28-story building above 4.5 levels of subterranean parking. The West Block would contain 300 hotel rooms, 168 dwelling units, and approximately 7,000 square feet of ground level retail with a second floor mezzanine. Parking for the hotel-related uses would be accommodated by the subterranean parking structure to be built in the Center Block while parking for the residential uses would be accommodated by the subterranean parking located on-site.

The Center Block would be developed with a five-story building containing 84,800 square feet of office space, and another a five-story building containing 101,400 square feet of office space as well as 4,000 square feet of retail; each building would be constructed above four levels of subterranean parking.

The East Block would be developed with one 19-story building consisting of lobby and retail uses on the ground floor, and parking spaces on the ground floor and second floors. Residential units would be located on floors two through 19 and would contain 282 dwelling units. The 19-story building would be constructed over four levels of subterranean parking. The East Block would also be developed with two additional six-story buildings consisting of two levels of retail space (34,400 square feet) and four levels of residential uses containing a total of 46 dwelling units, constructed over four levels of subterranean parking.
