SAMS Venture, LLC Lead Agency: United States Air Force, United States Department of Housing and Urban Development, City of El Segundo & City of Hawthorne Date Completed: November 2002 The proposed project consists of a series of actions related to the possible conveyance, development, and use of four properties currently belonging to Los Angeles Air Force Base (LAAFB), which are referred to as: Area A, Area B, the Lawndale Annex, and the Sun Valley property. LAAFB houses several commands which encompass functions related to research and development, and procurement of military space systems. Under the proposed concept, Area A, the Lawndale Annex and the Sun Valley property will be conveyed to a private developer (a partnership of Kearny, Morgan Stanley Real Estate Fund IV, and Catellus) in exchange for constructing new buildings for the Air Force on Area B. The proposed project may also include the use of Federal or State development incentives, including but not limited to Brownfield grants, lease financing and certificates of participation, Mello Roos special tax bonds, Base Retention grants, Infrastructure Financing Districts, tax-based incentive agreements, redevelopment funds, and/or other similar financial incentives. LAAFB Area A: The proposed action on this property consists of the development of an approximate 42-acre site that is currently occupied by the LAAFB. Under the proposed concept, Area A would be developed with a maximum of 850 residential condominium units, detached from the City of El Segundo and reorganized into the City of Hawthorne. Local Agency Formation Commission (LAFCO) approval is required for the reorganization that will transfer the jurisdiction of the site from the City of El Segundo to the City of Hawthorne. LAAFB Area B: Proposed actions on this property consist of the enhancement of the existing approximate 54-acre site, which would remain under Federal jurisdiction. Area B currently contains facilities for the support of Air Force personnel assigned to Space and Missile Systems Center (SMC) and Air Force retirees, as well as a child development center, commissary, base exchange/gas station, medical/dental clinic and physical fitness center. Under the proposed Systems Acquisition and Management Support (SAMS) agreements, new facilities would be constructed by the developer in Area B to house current base functions that would be transferred from Area A. As currently envisioned, the proposed additional development on the Area B property would include the demolition of some existing structures and construction of approximately 560,000 square feet of new administrative and special purpose facilities, in buildings up to five stories in height. Lawndale Annex Property: The 13-acre site is located within the City of Hawthorne on the east side of Aviation Boulevard, north of Marine Avenue, and south of Rosecrans Avenue. The site is relatively flat, and is currently occupied by a paved parking lot for the Federal Aviation Administration Building 80, a small commercial building, parking for personnel in Building 30, and a football\softball field, running track and picnic\recreation pavilion. Proposed development on this property consists of the removal of existing improvements on the site, consisting predominantly of an approximately 30,000-square foot office building, and the development of approximately 300 condominium units, with associated parking, landscaping and access improvements. A Specific Plan, same as Area A, will be prepared to establish uses, density and development standards unique to the site. Sun Valley Property: The Sun Valley property is comprised of two parcels totaling approximately 3.7 acres, and is located at 10888 W. La Tuna Canyon Road in the Sun Valley community of the City of Los Angeles. The site is irregularly shaped, with frontage on West La Tuna Canyon Road and frontage on Glenoaks Boulevard. The former location of the Armed Forces Radio and Television Service, this site is presently developed with an approximately 59,600-square foot industrial building, which is currently vacant.
