Client: City of Laguna Beach Lead Agency: City of Laguna Beach Date Completed: In Progress The Laguna Beach Village Entrance project site is located in the City of Laguna Beach, Orange County, California. The Village Entrance project site is located on the east side of Forest Avenue where it intersects with Laguna Canyon Road. The project site is located within the Laguna Beach Downtown Specific Plan and is zoned Civic Art District. This area is described as "the cultural center for the city," and includes notable properties such as City Hall, the Laguna Playhouse, the Irvine Bowl and the Festival of the Arts, the Art-A-Faire, and the Sawdust Festival grounds. In addition, the project site is also located within the Coastal Zone. The specific land uses for the proposed Village Entrance Project are described as follows: Storage Facilities and Parking Structure The proposed public parking structure would be 218,625-square foot, up to five-level, and have a maximum of 670-parking spaces. The public parking structure would house some city offices, a community center, public restrooms, city employee restrooms and locker facilities, and some city corporate yard maintenance, storage rooms and city vehicle. Visitor Center The existing historic former sewage digester tower, built in 1933, has been non-operational for approximately 40 years. The tower would remain as part of the Village Entrance Project and would be converted to a visitor center equipped with public restrooms, and small offices on the second floor. The renovated building with added pergola would sit in a park-like island where transportation assistance such as valet parking and tram service is proposed. Creekwalk Park The proposed Creekwalk Park would be created adjacent to the Laguna Creek Channel where the Lumberyard parking lot currently exists. The park would be aesthetically upgraded with landscaping, park benches, sidewalks, handrails, lighting, public art and water features, a turf area, features specific to the weekly Farmer's Market and other amenities. A small pedestrian bridge would cross this channel, allowing access from the park to the proposed pedestrian arcade/terrace that would run along the parking structure. Farmer's Market Laguna Beach holds a Certified Farmer's Market on Saturday mornings. The Creekwalk Park would provide a more pleasant location for this event that is currently held in the existing City parking lot. The park would provide 52 display spaces for vendors that would be available in 9' x 9' and 9' x 18' sizes.  Conceptual Site Plan  Regional and Vicinity Map |
