Project Background
The Los Angeles Trade-Technical College ("The College") is a comprehensive public community college that is a part of the Los Angeles Community College District ("The District"). Instruction is currently offered in over 65 different occupational areas and the various programs of study are designed to culminate in a certificate of completion or an associate degree. Enrollment is expected to grow over the next few years. With 2002 as the baseline year, enrollment was at 15,000 students and is expected to increase to 21,300 by 2007, a 47 percent increase in the student body.

The College is faced with the need to expand and improve its facilities in order to fulfill its educational mission and better serve its growing student body. In 2001, a Bond measure (Proposition A) was approved by the voters of Los Angeles County for remodeling, renovation and new construction of facilities at the campuses of the District. Funds from this bond, $138 million, will be made available to the College with the expectation that these funds be expended over the next few years.

Los Angeles Trade-Tech Community College Campus Plan 2002 Addendum
In 2003, the Los Angeles Community College District, in collaboration with Los Angeles Trade-Technical College ("LATTC"), completed and certified an Environmental Impact Report (EIR) for the LATTC College Campus Plan 2002. Located in southeast Los Angeles, the LATTC Campus currently encompasses 23 acres bounded by Washington Boulevard, Grand Avenue, 23rd Street, and Flower Street. The College Campus Plan 2002 is a 5-year facilities master plan that identifies specific construction, demolition, renovation, and other facility improvements to be achieved using the funds allocated by Proposition A. One of the improvements proposed and analyzed in the Campus Plan 2002 was the construction of a six level, 400-space parking garage located on the east side of Grand Avenue. Following certification of the Final EIR, LATTC modified their plans to expand this parking structure to accommodate approximately 800 parking spaces. Christopher A. Joseph & Associates has been retained to prepare an Addendum to the previously certified EIR, pursuant to the California Environmental Quality Act (CEQA). The purpose of the Addendum is to complete the environmental record by analyzing the environmental consequences of the proposed parking garage expansion.

Los Angeles Trade-Tech Community College 30-Year Master Plan EIR
The Los Angeles Trade-Technical College ("LATTC") is a comprehensive public community college that is a part of the Los Angeles Community College District. Located in southeast Los Angeles, the LATTC Campus currently encompasses 23 acres bounded by Washington Boulevard, Grand Avenue, 23rd Street, and Flower Street. In its Campus Plan 2002 Master Plan, LATTC identified a 30-year vision for expanding and modernizing the LATTC Campus. In the 30-Year vision, the overall campus is organized into north, south and east campuses each with its own character. The north campus will become the heart of academic life on the campus; the south campus will become the focal point for recreation and community-oriented activities; and the east campus will host large-scaled and dynamic vocational programs and departments. Pursuant to the California Environmental Quality Act (CEQA), LATTC has retained Christopher A. Joseph & Associates to prepare an Environmental Impact Report. The purpose of the EIR is to analyze, disclose, and mitigate, to the maximum extent feasible, any foreseeable environmental consequences that may occur as a result of adopting and implementing the 30-Year Campus Master Plan.
