The project site is currently occupied by an approximately 45-year-old school library building and adjacent parking lot. The existing parking lot is accessible via Third Street. The project site also includes a two-story building used for administrative offices and classroom space. Topographically, the project site is relatively flat. Site vegetation includes ornamental trees and shrubs and a grass athletic field. The subject property is zoned RE11-1 and has land use designations of Public/Quasi-Public, Very Low II and Low II Residential in the Wilshire Community Plan. The property is subject to a conditional use permit (ZA-1998-0454-CUZ) regulating its operation and expansion plans. In addition to being within the Wilshire Community Plan, the project site also falls within the Central Area Planning Commission, the Greater Wilshire Neighborhood Council, and Council District CD-4 (Tom LaBonge).

The Marlborough School Project involves the demolition, reconstruction, and expansion of the existing 17,946 square foot Marlborough School library building, which would include the addition of a two-level subterranean parking and storage structure underneath the proposed new library building. The Project also includes some interior renovations to the classroom building to provide a net gain of four (4) new classrooms and a reconfiguration of the administrative offices. The existing Marlborough School Campus is developed with approximately 83,317 square feet of net floor area, comprised of library areas, classrooms, administrative offices, storage areas and a gymnasium. The existing library building proposed to be demolished is comprised of 17,946 square feet of net floor area and houses the school library, visual arts center, several administrative offices, and a basement storage area. The Proposed replacement library includes a net increase of 16,269 square feet of additional floor area (a 19.5 percent increase over the existing developed net floor area of the Campus) resulting in a replacement library of 34,215 square feet. The Proposed Project would not increase student enrollment at Marlborough School and would not generate any new students, faculty, or staff.

The proposed new library building would include a 2-level subterranean parking and storage structure and is otherwise substantially consistent with the existing library building in terms of scale, massing, building height, and property line setback requirements. The subterranean structure would include approximately 60,230 square feet of parking and storage areas. The two levels of below grade parking would provide a total of 102 spaces, representing a net increase of 67 parking spaces. Access to and from the Project Site would be provided by a driveway located along Third Street which would lead into the two-level parking garage. During construction, access to and from the Site would also occur via Third Street and occasionally via Rossmore Avenue.
