The project site is located at 6931-6935 Hollywood Boulevard in the Hollywood community of the City of Los Angeles. The Project Site is situated at the northeast corner of Hollywood Boulevard and Orange Drive and is bordered by Hollywood Boulevard on the south, Orange Drive on the west, the "Orange Court" for the Hollywood & Highland Center (regional shopping center/live theater) to the north, which includes a tourist bus drop-off/loadingarea, and Grauman's Chinese Theater (the "Chinese Theater") to the east.

In 1997, Hollywood Orange Land, LLC ("HOL"), the project applicant and current owner of the Project Site proposed the development of a 36,777-square-foot building on the Project Site commonly known as the "Hollywood Spectacular" project, which consisted of approximately 14,400 square feet of retail space, a 3,441-square-foot restaurant, and a 500-seat large format (IMAX type) theater.

At the time the Zoning Administrator approved the Original Project, HOL also owned a larger parcel of land (the "North Parcel") located directly north of the Project Site on which HOL intended to provide parking for the Original Project. However, shortly after the approval of the Original Project, the Agency expressed a strong interest in acquiring the North Parcel in connection with the development of the Hollywood & Highland Center. The Agency eventually commenced an eminent domain action with respect to the North Parcel in April 1998.

As a result of the sale of the North Parcel, HOL was required to reconfigure the building and the other contemplated improvements of the Original Project on the Project Site. As that work proceeded, HOL elected to modify the architectural style of the building included under the Original Project. This new contemporary building, which is commonly known as the "Hollywood Orange Building," is a 36,895-square-foot, three-story building, the first and second floors of which include 29,924 square feet of retail space and a third level of which includes 6,971 square feet of covered roof terrace for public and private events and 6,969 square feet of uncovered roof terrace for public use. This redesigned project also includes a two-level subterranean parking structure for approximately 124 cars.

Following those approvals, HOL began its search for a tenant that could optimize the use of the Project Site's tourist-centered location. In 2005, Madame Tussauds Hollywood, Inc. ("Madame Tussauds") began discussions with HOL for the development of the currently proposed "Hollywood Orange Building" project on the Project Site. As a result of these discussions, it was determined that the building for the Approved Project would have to be modified in some relatively minor respects to accommodate Madame Tussauds' programmatic requirements. The characteristics of the building for the Modified Project are quite similar to the characteristics of the building for the Approved Project. The gross floor area of the building for the Modified (excluding the subterranean parking structure) is 53,532 square feet, which is 4,041 square feet less than the gross floor area of the building for the Approved Project (57,573 square feet). The floor area of the building for the Modified Project is 44,274 square feet, which is 7,379 square feet (20 percent) greater than the LAMC floor area of the building for the Approved Project (36,895 square feet). Both the building for the Approved and the Modified Project have three stories, although the building for the Approved Project is 114 feet in height, while the building for the Modified Project is only 65 feet in height.

The purpose of this 2006 Subsequent IS is to analyze the environmental impacts associated with the proposed modifications to the Approved Project, as embodied in the Modified Project, and the changes with respect to the circumstances under which the Modified Project would be undertaken in comparison with the Approved Project and determine whether any of the conditions described in Section 15162 of the State CEQA Guidelines relating to the preparation of a subsequent or supplemental environmental report, subsequent negative declaration and/or addendum has occurred.
