Summary
Ms. Shannon Lucas, Principal, Biological Services at CAJA, has over 10 years of experience in biological resource management and impact analysis, regulatory permitting (including CWA 401 & 404, CDFG 1600 & 2081, and Federal Endangered Species Act (FESA) A Sec. 7), botanical and wetland studies, and habitat restoration. She has managed the preparation of biological resources sections of numerous CEQA documents, including Environmental Impact Reports (EIRs) and Mitigated Negative Declarations (MNDs), as well as other large-scale documents such as Resource Management Plans, Biological Assessments (under Section 7 of the FESA) and biological resource sections of Environmental Assessments (EAs) under NEPA. She has managed small- and large-scale projects for public and private clients involving botanical, wetland and endangered species permitting, mitigation, and monitoring. Ms. Lucas conducts surveys for rare plant species using agency protocols, and is certified to perform wetland delineations using U.S. Army Corps of Engineers methodology. She has conducted numerous studies and assessments in various habitat types including freshwater and tidal wetlands, native grasslands, riparian corridors, chaparral and oak woodlands.
