In addition to more extensive
environmental documentation, CAJA prepares Initial Studies (IS) and Environmental
Assessments (EA) that investigate the scope of potential impacts resulting
from a project and ultimately determine whether or not an EIR or EIS
is required. CAJA also prepares Negative Declaration (ND) and EA packages
for projects that may not require an EIR under CEQA or an EIS under NEPA.
This process includes the preparation of Environmental Information/Assessment
forms and a detailed IS; the identification of viable mitigation measures
and project conditions that would reduce impacts to a less than significant
level; and the preparation, noticing, and distribution of the ND or EA.
The comprehensive approach CAJA brings to these tasks provides extensive
evaluation of a project while eliminating costly and unnecessary environmental
analysis. Initial Studies/Mitigated Negative Declarations for the City of Los Angeles CAJA has assisted applicants with numerous Initial Studies/Mitigated Negative Declarations (ISs/MNDs) for projects located throughout California. Many applicants and agencies rely on CAJA for assistance with ISs/MNDs because its approach is far more comprehensive than that of many local planning departments. Such an approach focuses on detailed analyses of project impacts, as well as the recommendation of feasible mitigation measures to ensure that a given project does not create any "significant unavoidable impacts."
