  Public Resources Code Section 21081.6 requires public agencies adopt a reporting or monitoring program for the changes made to the project or conditions of project approval that are adopted in order to avoid significant effects on the environment. CEQA also requires lead agencies to specify the location and custodian of the documents or other material which constitutes the record of proceedings upon which its decision is based. Pursuant to this statute, CAJA provides monitoring and reporting services through data collection and routine on-site environmental surveys and photo documentation during the construction process.
